Welcome to TxDOT's online application process for certification in the Disadvantaged Business Enterprise/Airport Concession Disadvantaged Business Enterprise (DBE/ACDBE) and Small Business Enterprise (SBE) program. Please login or create an account to start the online application process. The Texas Department of Transportation is a member of the Texas Unified Certification Program (TUCP). The TUCP provides “one stop shopping” for firms pursuing DBE certification in the state of Texas. The TUCP member certifying entities are: The City of Houston, the City of Austin, Corpus Christi Regional Transportation Authority, North Central Texas Regional Certification Agency, South Central Texas Regional Certification Agency, and the Texas Department of Transportation. Any firm that is DBE/ACDBE certified by one of the above TUCP member entities, is automatically DBE/ACDBE certified with TxDOT and eligible to participate on DOT-assisted contracts for goal attainment. A firm that is certified by any of the TUCP member entities under 49 CFR Part 26 is automatically certified in TxDOT’s SBE program. Firm’s certified in the Texas Historically Underutilized Business (HUB) program may also qualify for SBE certification.

Note: Choosing the right certifying agency from the start can help streamline the application and renewal processes.
